Terrible. Didn't do a thing. Tried with tools as well as hot water and it just smeared the tar around the bong. Do not buy this, it sucks.

Dr Green Bong & Pipe Cleaner can be used to clean pipes or bongs of all materials including glass, ceramics, metal and plastic. It will not leave any unwanted residue and it is non-toxic.
For best results, use regularly. For heavily tarred bongs or pipes, mix Dr Green Bong & Pipe Cleaner with hot water.
Cleaning brushes are always recommended as part of your bong cleaning process.

I found it worked quite well. Mixed mine with a small amount of water so it would fill the entire lower half of my bong. I then nuked the mixture before pouring it in so it was hot.
Let it sit for an hour then poured in some dry rice and sloshed it around. Nearly all the tar was gone.
Its a cleaner for regular use so if you have a very tar filled bong get a couple of bottles and use it neat. Make sure you heat em first though. Tar is a lot easier to move once its hot.

didn't really do much mixed with water left over night, you may as well buy Grunge Off even though its quite pricey but its reusable for EVER
